Proclamation And Law Celebrates And Protects Sanitation Workers

June 17 is National Garbage Man Day, and on May 17 the Prince William Board of County Supervisors issued a proclamation that declares June 17 as National Garbage Man Day in Prince William County. Prince William citizens and the business community are encouraged to recognize these workers for their important work during the week of June 13, 2016.
The movement’s organizer encourages communities across the nation to take a moment and show appreciation for the men and women in the solid waste management industry and particularly our trash collectors, for the life-saving service they provide on a daily basis.
In support, on June 16 and 17 the Prince William County Solid Waste Division will celebrate National Garbage Man Day at the Prince William County Landfill. All trash haulers that come to the facility will receive a word of thanks and some special safety tips because of the tremendous risks these workers are exposed to on the job. According to the U.S. Bureau of Labor Statistics, refuse and recyclable material collection is the fifth most dangerous job in the country, and transportation incidents are the cause of 40 percent of the injuries and fatalities.
After accepting the proclamation from Prince William County Board Chairman Corey Stewart, Tom Smith, Prince William County Solid Waste Division Chief, highlighted a new law that was signed by Virginia Governor Terry McAuliffe in 2015 to mitigate the dangers. The Slow Down to Get Around law says drivers must reduce their speed to at least 10 miles per hour below the posted speed limit and pass at least two feet to the left of any stationary vehicle that is collecting trash or recycling. Smith noted the impact these workers have on a safe environment, the 1000 tons of trash per day processed by haulers and County landfill staff and the fact that they all deserve to make it home safely.
The National Waste and Recycling Association has produced a PSA, youtube.com/watch?v=QNZT8sMmgwg to bring attention to the Slow Down to Get Around law and the tragic impact distracted or otherwise unsafe drivers can have on trash collection workers.
The Prince William County Solid Waste Division asks residents to imagine what our communities would be like without dependable collection and processing of unwanted, discarded waste and recyclables. Now, in addition to following the Slow Down to Get Around mandate, think of some ways you can celebrate the men and women that provide such important quality of life services to our families, businesses and communities.

The Prince William County Solid Waste Division (SWD) provides solid waste management, recycling, composting and waste resource education to over 400,000 residents. The division employs more than 50 people and operates the only active Extraordinary Environmental Excellence (E4) rated landfill in Virginia, the highest level of certification awarded by Virginia Department of Environmental Quality’s (DEQ) Environmental Excellence Program (VEEP). In 2013, the SWD also earned the Governor’s Environmental Excellence Gold Medal Award for its Sustainability Program. The SWD is a part of the Prince William County Public Works Department, an accredited agency of the American Public Works Association.

Mobile Home Demolition Costs

The word “mobile” is probably not accurate when describing a home manufactured to HUD standards. “Expensive to move” would be better. Unlike a travel trailer, that can be hitched up to a tow vehicle and on the road in less than an hour, moving a mobile home involves significant labor, materials, and fees.
Moving a single-wide manufactured home a short distance in Florida costs a minimum of $3,000. Additional expenses such as preparing the interior of the home for the move, moving furniture and housewares separately from the home, and site prep work at the new location, can add thousands of dollars more. Double the cost for a double-wide. Prices can vary dramatically between moving contractors, and it is not unusual to spend $20,000 or more to move a mobile home.
Here is a summary of some of the costs:

Permit and inspection to move home from county where it is located.

Highway transport permits.

Liability and property damage insurance for the duration of the move, carried by the moving contractor.

If the home is older, repairs may be necessary to make it safe to transport.

Removal of entry stairs, decks and porch roofs.

Disconnect package air conditioner and main supply and return ducts.

Disconnect utilities.

Removal of skirting.

A mobile home bounces around as it heads down the highway at 50-miles per hour. Crosswinds buffet it sideways and the suspension is minimal. All interior and exterior breakables—especially glass—should be removed to avoid damage in transit. This includes light fixtures, furniture, housewares and glass cabinet doors. Doors and toilet seats secured.

Install tow hitch, axles and tires. Remove piers and tie-downs.

Prep new site for home, including electric and water service. Grading of site to avoid standing water below home, paving of driveway, new well, septic tank, drainfield, and power pole may be necessary if not in mobile home community.

Permit and inspection for moving home to new county location.

Tow home to new location, including escort car. Move furniture, light fixtures, and other interior breakables, reusable equipment such as package air conditioner, stairs and skirting in separate vehicles to new location.

Install new piers and tie-downs.

Remove tow hitch, axles and tires.

If the home is a double-wide, align, reconnect and seal the two halves of home at the marriage line.

Connection of utilities by licensed electrician and plumber.

Install package air conditioning unit and main supply and return ducts.

Installation of entry stairs, decks and porch roofs.

Installation of skirting. Some skirting from old location may be reusable.

Reinstall furniture, light fixtures, and other breakables in home.
While some of the work can be done by a homeowner that’s handy with tools, such as removing and reinstalling the skirting, most of it requires paid professionals. Less than one out of five manufactured homes are moved from their original location. The cost and inconvenience of moving a mobile home means that it often makes more sense to sell the home you live in and buy another one where you want to relocate rather moving your current manufactured home.
If you are buying a used mobile home that must be moved as part of the deal, be sure to factor in the moving expenses before you decide whether it’s worth the price. Concrete is great stuff, and it deserves its title as King of Building Materials, but some homebuilders (and remodelers) can use it to excess. If you’d like to look out your backdoor and see wildflowers and herbs instead of a sweltering gray slab, you’ll be glad to know that while this is a backbreaking job, it’s not skilled work.
Project Scope
Remove of a concrete pad including the landscape timbers and deliver, spread and track in clean fill dirt.
How Concrete Breaks
Concrete is strong, but it’s also brittle. You can hammer all day at the center of a slab—where the concrete is evenly supported—with no appreciable effect. But if you hammer at the edge of the slab, where the ground underneath can shift or be displaced a little, the concrete will break. This is because you’re essentially bending the concrete, which is it’s main weakness. If you want to break up a large piece of concrete for removal, pry up one end and set it down on some rubble or a scrap of timber, then strike the piece in the center.
Options for Removing Concrete
The following are the three main methods for homeowners, from easiest to hardest. Talk to your trash removal company and local dumps to learn about options for getting rid of the concrete rubble and gravel subbase.
If You Need to Cut the Concrete
If you want keep some of the slab intact (perhaps to create an “island” planting bed or to protect surrounding structures), you can rent a walk-behind concrete wet saw (with a diamond blade) like the pros use to cut through slab. Make the cuts before demolishing the rest of the slab, and follow the manufacturer’s and rental company’s instructions carefully. As mentioned, you can also hire out this work.
Prepping the Ground for Plants
Most plants need at least 6 to 12 inches of healthy soil for growth, plus 1 to 2 inches of mulch (if applicable). Dig your planting area to the appropriate depth, then fill it with the recommended blend of soil for your area and planting goals. The best resource for specific recommendations is a local extension service (or a master gardener or landscaper, if you happen to know one).

Spring 2016 Reminder: Arwood Waste wants to celebrate all the holidays with you too!
Holiday Waste Pickup Schedule
Arwood Waste wants to celebrate all the holidays with you too. This is why we created a Holiday Pick-up schedule so you can make arrangements and placement of your waste material while we spend time with our families. Businesses that currently receive collection may have different schedules and procedures than residential customers since business garbage is normally collected separately from residential garbage.

Collection service will be postponed by one day following these holidays:
- New Year’s Day – No Service on January 1st. One day delay. Example; Tuesday collection day will be serviced on Wednesday.
- Fourth of July – No Service on July 4th. One day delay. Thursday collection day will be serviced on Friday.
- Labor Day – No Service on the first Monday of September. One day delay. Monday collection day will be serviced on Tuesday.
- Thanksgiving Day – No Service on the last Thursday of November. One day delay. Thursday collection day will be serviced on Friday.
- Christmas Day – No Service on December 25th. One day delay. Example; Wednesday collection day will be serviced on Thursday.
- Halloween Day – We will be providing service on October 31st. If the route is delayed and cannot be finished before dusk we will finish the route the next business day.
- National Garbage Man Day – We will be providing service on June 17th as scheduled. Please remember to throw up your hand with a simple smile and say “Thank You”.
Due to the one day postponement, the collection of containers is resumed as follows: If the holiday is on a Monday, then the Monday collection will occur on Tuesday, Tuesday collection will occur on Wednesday, and so on. If the holiday is on a Thursday, then the Thursday collection will occur on Friday and Friday collection will occur on Saturday for that week only. On all other holidays, normal collection of containers will occur. If a holiday falls on the weekend, then pickups will run on a normal schedule unless otherwise specified.
